Description:
Page break moves to next page when text flow over, but leaves image anchored to page behind

Steps to Reproduce:
1. open attachment 121421 [details] (bug 96609)
2. Copy some text from the first page & paste it somewhere.. so text flows to next page.
3. Page break & image should move the following page - it doesn't anymore with 6.4

Note: the initial report is about the image being invisible after text flow the next page (it's present; empty frame). However currently the page break isn't honored

Anchoring to page means not to document data (something that moves), but to the page ("third page of the document"). That's the essence of anchoring to page, as opposed to the other types of anchoring.
