Description:
Frames present in navigator, not visible in document (except in 6.0)

Steps to Reproduce:
1. Open attachment 164514 [details]
2. Sidebar -> Navigator -> Notice a list of grayed out frames & images (probably created by bug 135966)
3. Drag the present frame around -> Notice there is only one present
4. Open the file with LibreOffice 6.0.5 -> notice all frames present

Actual Results:
Not all frames are present, shown in navigator

Expected Results:
all frames in navigator a present in document, I think


Reproducible: Always
