This is another case of the 'emulation of page style flow'. Of course the whole topic & complexity - is beyond me. But I really don't get the top/bottom page margin here.. The result the DOCX document is visually nearly identical, but bottom/top page margins are simply unexpected; 0. So is some kind of dialog mind fuck; showing something which isn't actually the case? Or I'm I missing something?
This sounds to me like bug 70195.

Which would show you the difference: there's no header/footer on 4th page in ODT (and there are margins), while there are headers and footers on that page in DOCX case.
