Description:
Make the yellow Missing Hyphenation data more helpful

Steps to Reproduce:
1. Open the example file without dictionary for Hungarian installed
2. You get a nice yellow info toolbar

And note: I personally find the distinction Hyphenation <-> Dictionary slightly confusing. Dictionary includes Hyphenation; right?Version: 7.1.0.0.alpha0+ (x64)

Expected Results:
* Ideally click here to install; for lazy people

Should Additions dialog show all available hyphenations or dictionaries (I don't know which category it should be) or just locale user version? Or may be show all available hyphenations/dictionaries with locale user version as the first item then similar or close locale (like pt-BR & pt-PT) and the rest all non related locale

We have a tag Dictionaries but not Hyphenation. And many extensions provide both,  the word list and hyphenation.
