Could the "create instances with uno constructors" change have a negative performance impact. Launching LibreOffice is noticeable slower (on Windows) for a while now.
Highly unlikely. Best to bibisect it.
Found they issue; it happens in the case where all Interface Languages are installed. They Dictionary Extensions are not the issue, but the additional files in registry directory... Moving it to a fresh bug report, it's unrelated to 7.1
