Yes, the behvaior of the background color button was changed since version 6.3 to always apply paragraph background, even when cells are selected. The previous behavior of doing different things depending on whether text or cells are selected was too confusing. There is also a proposal in Bug 134432 to rename the tooltip, to make it more obvious what this button is about. As for setting cell background from the toolbar - there is now a dedicated "Table Cell Background Color" button on the table toolbar, which does what you want.
The icon "Table Cell Background Color" is not on table toolbar, there is "old" icon for paragraph background color. But it is possible to add it from Tools/ Customize > Toolbars.

It might be that you have toolbar customization left from older versions, and that prevents newly added buttons from being visible, see Bug 57466. You can reset the toolbar by right clicking on it > Customize Toolbar..., and click on "Defaults".
OK, I had customized table toolbar, reset to Default showed good icon.
