Description:
Frame and content disengaged after moving frame followed by cut and paste

Steps to Reproduce:
1. Open attachment 164139 [details]
2. Select the frame
3. Drag it down
4. CTRL+X
5. Move cursor to top of the page
6. Paste

Actual Results:
Outer frame and content split

Expected Results:
Not so


Reproducible: Always
