Test sheet

In the attached sheet, I entered 2 percentage number.
In column E, I entered "33.19".
In column F, I entered "33.19" and no matter what I does, it gets converted to "3319.00%"

I can't make sense of what is happening here so assuming this is some kind of bug.

Because you have the cell formatted as %. Use [Ctrl+1] (Numbers) tab to see what is the cell format.
Go to F, use [Ctrl+M] to reset the cell format.
Try again to introduce the value.

Thanks, that works. What I don't understand is how this cell/column was selected to be formatted as %. I started with a fresh sheet and started putting numbers. The previous column doesn't behave like that.

Maybe inadvertently you have been introducing a percent, so the cell got the format. Deleting the value doesn't change cell format.
