The second time the "cells removal" dialog is displayed, cause the row/column selection has gone. This is different from inserting rows/colums via ctrl+plus.
Btw: It works with Excel.

steps to reproduce
- open new spreadsheet
- select a row, e.g. 5
- press ctrl + minus to delete row 5
- press ctrl + minus to delete next row - dialog is displayed

I was able to reproduce this issue, highlighting of the row is not being retained after the first selected row is deleted.
