Description:
Unwanted scroll to cursor when deleting header

Steps to Reproduce:
1. Open the attached file
2. Scroll to bottom
3. Hoover over the header bar -> Delete header



Actual Results:
Scrolls to page 1

Expected Results:
No scroll
Or scroll to first page affected.. (if scrolling is desired)


Reproducible: Always


User Profile Reset: No

Able to replicate with current release build. 

In my case, the scroll happens when I select ‘delete’ from the dropdown dialog, right when the confirmation dialog appears. This is also replicable with footers using the same process (as in the linked bug). 

I would hazard a guess that any confirmation dialog will force a scroll to the cursor. 

Note that it’s not just deleting the final header - attempting to delete any header will scroll you to your cursor. With the example document, you can delete the yellow page header on page 3, or you can create a new page with a new header. It always results in scrolling to the cursor page. 

We can see the function working differently (no scroll) by right-clicking and selecting Page Styles... -> Header -> Uncheck Header. This turns the header off, while keeping focus on the page. This is likely due to the cursor being set to the current page on right-click.

Nice observation; overlooked that. This might hold true for confirmation dialogs.. There are already number of 'dialogs' excluded from this behaviour. 
Word count did do the same jump to cursor thingy in older versions. This likely solved since the 7.0 branch (don't remember the exact date)

So likely repeat pony (if this been seen as problem (bug)
