Description:
Chapter numbering actually being 'heading numbering' and acceptability 

Steps to Reproduce:
1. Open Writer
2. Double clicking Heading 1 in the sidebar
3. Type something
4. Tools -> Chapter numbering

Actual Results:
Chapter numbering = heading numbering. Except terminology. Different and not right.. It's not limited to chapters.


Expected Results:
Consistent terminology?

It was Outline and was renamed to Chapter to make it easier to translate and to understand. Don't see a reason to rename again.
