Description: I had about fifty topics in a text editor, that I copied to Writer, converted to header 2, add chapter numbers and started to fill in detailes. I noticed soon that writer started to tranfer next header to the next page while it was a lot of space on the previous one. Steps to Reproduce: 1. load attached document 2. scroll through it 3. Actual Results: notice huge whitespace area in the middle of the document. I have also attached a screenshot. Expected Results: Paragraphs should fill entire page. Heading N style has "Keep with next paragraph" setting enabled (that is natural; headings are typically expected to be on the same page with at least one following paragraph). In your document, there's one normal paragraph after chapter 15, and then a series of paragraphs that all are headings - i.e., all try to keep together. Since they cannot all fit on the same page where chapter 15 is, they are moved on the next page. When you add a normal paragraph after any of those headings, that allows to layout the text differently. This is not a bug, and works as intended.
