Steps to Reproduce:
1. Open the attached file
2. Enter the textbox
3. Press CTRL+SHIFT arrow down (nothing

Actual Results:
Not working

Expected Results:
Should work IMHO

This is a documentation bug.

Look in Tools > Customize > Keyboard  under Ctrl+Shift+{Arrow Up,Arrow Down}
where you will see that these keys correspond to move Page (Slide) up (or down).

If you add a few empty slides to your test file, then you can use these commands to move the first slide up and down.   (i.e., nothing is broken)

Your bibisect simply found the intended change in 5.1
