Description:
Glow effect in presentation mode only present after they animation ends (so not while animating) Skia 

Steps to Reproduce:
1. Open the attached file
2. Press F5
3. Left mouse click to start animation

Actual Results:
Glow effect missing until animation stops

Expected Results:
Should be present the whole time (as GDI)


Reproducible: Always


User Profile Reset: No
