On pc Debian x86-64 with master sources updated today, I could reproduce this.
However, I don't think it's a bug, the only pb is "p" in French UI is associated with 2 entries:
- Repère de texte
- Numéro de page

When launching Writer, after an Alt-i which will open the "Insertion" menu, if you type "p", it will select "Repère de texte" but won't open the dialog, you must type too "Enter" key.
If you type again "p", "Numéro de page" will be selected,
if you type again "p", "Repère de texte" will be selected again,
and so on...

To fix the pb, it'd need to redistribute the shortcuts but it's not that simple since the menu is quite long and there are only 6 different letters for "Repère de texte".

Sophie/Jean-Baptiste: thought you might have some thoughts here since it concerns French UI.

French version. Insertion menu. Shortcut ‘p’ is assigned twice, to ‘Re_père de texte’ (bookmark) and ‘Numéro de _page’. This can be avoided by assigning ‘g’ to ‘Numéro de pa_ge’, making bookmark direct."

Confirmed in LO 7.0.3.

That said we have the same problem with Alt+T shortcut in the same menu. If you have some suggestions, please do.

In menu Insertion, "t" is used for:
- Commentaire
- Zone de texte
- Note de bas de page / de fin

I thought about using:
- "z" for "zone de texte"
- "b" for "Note de bas de page / de fin"
since they're not used.
