Description:
UI: Use Skia for all rendering is enabled, with they checkbox Force Skia Software mode disabled. Need Unchecking Use Skia for all rendering to enable

Steps to Reproduce:
1. Tools -> Options -> View

Actual Results:
Use Skia for all rendering is enabled (so Vulkan). Switching to raster needs Unchecking use Skia for all rendering and rechecking it to enable Force Skia Software mode checkbox

It's also possible that both are checked, so Enable skia + Force Skia software mode pre-checked (while software mode checkbox being disabled)

Expected Results:
When using Vulkan, I want to be able to switch to Raster. Not sure what should happen with Vulkan being 'blocked'.

I don't understand the problem description at all. What are the actual steps to reproduce?

1. Tools -> Options -> View
2. Uncheck Use Skia For All Renderingt
3. Press OK & Restart
4. Tools -> Options -> View -> Checked again

So bug #137935 is a duplicate, or what is the difference? And as said there, I cannot reproduce. Can you reproduce this even with a clean profile?
