Description:
Step 1. Disable AutoCorrect:

Menu bar > Tools > AutoCorrect > While Typing = False

Step 2: Insert comment:

Menu bar > Insert > Comment.

Step 3: Notice that AutoCorrect still works in comments.

In normal text, AutoCorrect will be disabled.

On pc Debian x86-64 with master sources updated today, I could reproduce this.

I noticed that if I'm in comment part and try Tools/Autocorrect, some entries like "While typing" is disabled.
So perhaps it's on purpose.

Some options apply to the edit engine other not. And comments belong to the second category. My wild guess about the reason - from a user POV I'd would also expect that options works everywhere.

1. Download and install oldest version of LibreOffice (usually 3.3 unless your bug pertains to a feature added after 3.3) from https://downloadarchive.documentfoundation.org/libreoffice/old/

2. Test your bug
3. Leave a comment with your results.
4a. If the bug was present with 3.3 - set version to 'inherited from OOo';
4b. If the bug was not present in 3.3 - add 'regression' to keyword
