I downloaded and looked at the attachment.  It contains a screenshot showing the described AVAST warning, which I attached for easier viewing.  Maybe the user got virus or some DNS poisoning, but the problem seems legit for him/her, and it feels wrong to mark this bug INVALID to me (maybe NOTABUG or NOTOURBUG, but not INVALID).

Try other mirrors listed in
https://download.documentfoundation.org/libreoffice/stable/7.0.3/win/x86_64/LibreOffice_7.0.3_Win_x64.msi.mirrorlist
and see if you can find one not blocked by AVAST.

Most likely this is AVAST's over-agressive blocking and there is not much LibreOffice team can do here.

Clear your OS with another antivirus or just change it to Linux distro
