Description:
UI: Table Toolbar doesn't show undock handle and doesn't respond to undock command immediately 

Steps to Reproduce:
1. Open Writer
2. Insert a table
3. Table toolbar appears
4. Notice they undock symbols missing at they left without being locked
5. Right click undock toolbar -> nothing happens
6. Place cursor outside table, toolbar disappers
7. Put they cursor inside, floating toolbar

Actual Results:
No undock handle and undock doesn't work instantly

Expected Results:
Toolbar should get floating after undock and show undock handle


Reproducible: Always

I could reproduce it in the following version:
