Setup:
LibreOffice 7.0 INK
Windows 10
Scenario:
1.Create a  new file 
2.press "Enter" several times consecutively.
3. Add some characters .
4. Open the “Statistics” tab

Expected Result:
The field "Paragraphs" should display the number
of paragraphs in the file, including the blank ones.

Actual result:
The blank paragraphs are not counted.




Steps to Reproduce:

1.Create a  new file 
2.press "Enter" several times consecutively.
3. Add some characters .
4. Open the “Statistics” tab





Actual Results:
The blank paragraphs are not counted.


Expected Results:
The field "Paragraphs" should display the number
of paragraphs in the file, including the blank ones.

Yes a "blank paragraph" is an empty line with no content, what is the point to counting such?  For File -> Properties... dialog neither "paragraphs" nor "lines" are counting the 0empty objects.

Otherwise, a paragraph holding content, with either manual line-break or auto wrap to margins, lines will be included in the line count.

The help page does say blank paragraphs are counted, i quoted what was said there :"Paragraphs:
Number of paragraphs, including blank paragraphs, in the file."

Well it is there in the help [1]. But which is incorrect? Count--dont' count, empty paragraphs, empty lines?

A Blank paragraph is assigned a style, but it is not counted for the Document Properties -> Statistics.  Seems correct.

And line breaks in an otherwise empty paragraph are counted as 'characters' and their use will increase the line count for each--the nolonger empty 'paragraph' is counted.

Fix the documentation, or tweak the line/para statistics handling?

We discussed the topic in the design meeting.

Counting the number of characters doesn't take blanks into account, which makes sense and could be expected for paragraphs as well. But a use case might be to compare the number of paragraph with/without empty content to see how well the document is formatted (breaks to simulate spacing).

We could show both values, have an option to switch between the two, or show a confirmation box or just a label in case of empty paragraphs.
