Open a new Writer document or a new Calc document or a form in Base. 
Select, in Writer, Form → More Fields → Numerical Field
Right click on the field an go to Control Properties.
Set in "General properties" "Value min" → 1 and "Value max" → 13 (or something else).
Close the control.
Reopen the control.
The settings are lost in LO 7.0.3.1.
The settings are still there in LO 6.4.6.2 under VCL: kf5

This bug appears in LO 7.0.3.1 and VCL: kf5. It doesn't appear in VCL:gtk3. Seems it also appears in Windows, as described in

Tested with OpenSUSE 15.1 64bit rpm Linux.

I tested with Ubuntu and bibisect-linux-64-7.1. using SAL_USE_VCLPLUGIN=gen instdir/program/soffice and reproduced the problem. It is fixed in 7.0.4.
