Created attachment 167773 [details] System Information. There is no smooth scrolling in Writer even if it is enabled in Tools - Options - LibreOffice Writer - View. I have tried every combination of the toggles under Tools - Options - LibreOffice - View, and tested using both Intel UHD and Nvidia discrete graphic cards. None of these works; there is simply no smooth scrolling. Attached please find my system information.

When Writer smooth scroll is checked enabled, it only responds to the controls of the Writer Scroll Bar, by mouse click & hold on: Down arrow, Up arrow, Scroll bar below the 'Thumb', Scroll bar above the 'Thumb'. Test that way.
No smooth scrolling here on Windows 10, Libre Writer 7.1.2.2, Surface Pro 4 (precision trackpad) either. This seems to have been a problem previously (https://ask.libreoffice.org/en/question/51065/is-it-possible-to-adjust-the-scrolling-speed-in-all-libreoffice-apps/). Whole page scrolls through in only four steps. A bit hard to use the app this way, especially when reading. Did not run into this problem in other apps.

Reproduced by clicking and holding above and below the scrollbar. Already in 3.5.0 on Linux, so I assume this never worked. Also tested 6.3, 5.0, 4.1. Same with all VCL UIs. I tested with LO 7.4 from master and using the scrollbar does not result in smooth scrolling.
