If change tracking is not enabled those are deleted normally too. Selecting only part of their text and deleting that gets recorded with change tracking.
This boils down to the frames addition/deletion not being change tracked, like all non-text objects (such as image: bug #59463 table: bug #60382 and the kitchen sink: bug #33082 ). - Enable CT - Go to Insert - Frame - Choose any of the 3 options and insert a frame - Notice that no new CT entry is created in the Manage Changes dialog - Select the frame and press Delete - No new CT entry either Changing bug title.
