it's a fileopen issue, should be vertical at import time

That is not a problem of pptx import. If you create the table directly in a new presentation in LibreOffice, you also cannot change the writing direction, neither on table, on table cell nor on paragraph level.

In bug 154501 was fixed rotated text from PPTX table, both preview and saving.
Remaining is stacked text and vertical text, from this bug.
