It seems that vertical text is not yet available in impress tables, see https://ask.libreoffice.org/en/question/68931/impress-rotate-text-inside-table-cell/ .

That is not a problem of pptx import. If you create the table directly in a new presentation in LibreOffice, you also cannot change the writing direction, neither on table, on table cell nor on paragraph level.
