@Justin The export (or maybe only import only) behaviour of shape with textbox is different between DOC and DOCX. Hmm apparently VML shapes use embedded frame instead of textbox https://bugs.documentfoundation.org/show_bug.cgi?id=93084#c14 Feel free to close it as duplicate..
I confirm it with Version: 7.1.3.2 (x64) / LibreOffice Community Build ID: 47f78053abe362b9384784d31a6e56f8511eb1c1 CPU threads: 4; OS: Windows 10.0 Build 19042; UI render: Skia/Raster; VCL: win Locale: de-DE (de_DE); UI: en-GB Calc: CL but I also think, that it is an edge case, that text shouldn't fit with the shape.
Here the Format - Text box and shape - Text Attributes dialogs "Word wrap text in shape" property is saved as turned ON, even if it was turned OFF by the user. *** This bug has been marked as a duplicate of bug 136881 ***
