It looks inherited based on the formatting limitation. Also found in

(Cut of table only selection) seems to be same as (Table with merged cells can't be cut) in Bug 135734; i.e. you cannot cut the table-only section of the document because there are merged/split cells in the table.

What do you mean by "depending on the distribution"?
What do you mean by "formatting of all cells disallowed"?

Hello Telesto, a new major release of LibreOffice is available since this bug was reported. Could you please try to reproduce it with the latest version of LibreOffice from https://www.libreoffice.org/download/libreoffice-fresh/ ?
I have set the bug's status to 'NEEDINFO'. Please change it back to 'UNCONFIRMED' if the bug is still present in the latest version.

I confirm the described behaviour with

Version: 7.4.0.0.alpha0+ (x64) / LibreOffice Community
Build ID: 651ff4f195804b206941e6316c5120a914d28b6b
CPU threads: 4; OS: Windows 10.0 Build 19044; UI render: Skia/Raster; VCL: win
Locale: de-DE (de_DE); UI: en-GB
Calc: CL

but for me it's expected. If table is write-protected I won't expect, that it is possible to delete it. Copy and paste is possible as expected.

of curse you don't want to write in the table, but if this is the problem, I would improve warning message.

So please explain, why do you think it's a bug.
