(Cut of table only selection) seems to be same as (Table with merged cells can't be cut) in Bug 135734; i.e. you cannot cut the table-only section of the document because there are merged/split cells in the table. What do you mean by "depending on the distribution"? What do you mean by "formatting of all cells disallowed"?

If table is write-protected I won't expect, that it is possible to delete it. Copy and paste is possible as expected. of curse you don't want to write in the table, but if this is the problem, I would improve warning message.
