Description:
The customizability of the toolbars is a favorite feature with the old users.

Users can add buttons for extensions and macros to the toolbars, and launch these functions easily.
But this benefit is lost when we choose any of the "Notebook bar" layouts.

In fact, if we switch from "standard toolbars" layout to any "Notebook bar" option, and then return to the standard toolbars mode, the user loses all the customization that he did in the toolbars.

If the user is warned about loss of toolbar configuration, he may not want to switch to a "Notebook bar" mode.

But the View > User Interface... dialog does not make it clear that the first option (standard toolbars) and the rest are NOT equivalent, in the sense that the first is fully customizable, while the others are not.

So the user can switch to the "Notebook bar" mode, and find that all his customized buttons are not available.
He would have no clue why that happened in the first place.
And if he wants to return to his old familiar layout, he will find the customization missing from there also!

SUGGESTED SOLUTION:

The "View > User Interface..." dialog should have two groups of options: 
1. Classic toolbars layout 
2. Notebook bar.

This second category should have the remaining six suboptions. 
This will alert the user that all seven options are not equivalent.

Further, the explanatory text should warn the user that the Notebook bars are not editable. 
This is an unknown feature for an old user.

Thirdly, the customization of the standard toolbars should not be lost.
The user should be able to return to the same old familiar customized layout.

If that is not possible, at least warn the user that if he exits the "Standard toolbars" mode, his customizations will be lost.

Can not confirm.  

Customizations applied to unlocked toolbars (checked Standard and Formatting)--setting 'Visible buttons', or placing additional controls with Tools -> Customize dialog--are all retained moving between MUFFIN NB modes and Standard TB, or hybrid Contextual Single modes.

Regardless, see no real requirement to restructure the UI picker.

That is that they are present as configured upon return to the TB enabled UIs. They are not cleared in my testing.

Customization of the MUFFIN modes are unique to each NB mode, but are recorded to profile.

Was going to agree with the separator between MUFFIN and classic UI variants. But in fact switching between the options keeps the customization.
