Description:
Under installation process, got the error 1704A An installation for MS Office Visio Pro 2007 is suspended you must undo the changes made by that instantiation to continue, Do you want to undo these changes. I clicked Yes and got the same error (over and over). Click NO and the installation stops

And why do you assume this being a bug in LibreOffice? This is a problem within your LibreOffice installation and a failed broken installation of MS Visio Pro 2007.

May be 
Unregister and then reregister the Windows Installer Service.

Click Start > Run, and type msiexec /unreg in the Open text box; click OK.
Click Start > Run, and type msiexec /regserver in the Open text box; click OK.

fixes your problem but you need to turn to your operating system support/manual/internet search on how to fix a suspended installation.

Sorry - this should read:

This is a _not_ problem within your LibreOffice installation _but_ problem of a failed broken installation of MS Visio Pro 2007
