And why do you assume this being a bug in LibreOffice? This is a problem within your LibreOffice installation and a failed broken installation of MS Visio Pro 2007. May be Unregister and then reregister the Windows Installer Service. Click Start > Run, and type msiexec /unreg in the Open text box; click OK. Click Start > Run, and type msiexec /regserver in the Open text box; click OK. fixes your problem but you need to turn to your operating system support/manual/internet search on how to fix a suspended installation.
