The F&E dialog is in the context menu of footnotes and endnotes, not the references. Sounds reasonable to me- and right clicking a single and small character is not so simple.

Someone took the effort already to add 'Insert -> Footnote and Endnote -> Footnote or Endnote already the the context menu for 'Footnote'. And the footnote area grows if you have > 99 footnote.. And right clicking the number in the footnote area is also 'precise' exercise. And I have had trouble finding that setting.. So prefer you give your quick assessment a second thought. Still allowed to disagree.. But your current reason not extremely convincing. Even the context menu getting to large.. Or the settings with pretty the same name in same context menu being better. Or something who is clicking there.. I would say it logical.. As formatting of the footnote numbers being regulated by that dialog.
Extending this a bit for some more context: The similar naming of menu entry's Insert -> Footnote and Endnote -> Footnote or Endnote.. Tools -> Footnotes and Endnotes.. Still a stumbling block. I really having hard to to distinguish both. Aside from the fact that still not totally grasp the idea to split those settings in separate dialogs (but that I brought up earlier) Word doesn't do that, as far I recall (yes, not THE benchmark. More show case not necessity). Regulating footnote/endnote in dialog A. Including special character. Where the other stuff is in dialog B. So even at insertion time I can't configure it properly.. I have to open second dialog for that... But that's more extension which technically not the topic here. However * diminish the 'extra entry' topic. * And solve the problem with two items in the same context menu with similar naming
No further input at the design meeting (or rather the announcement). Besides the questionable accessibility (requires very precise clicks) fields don't have a special contextual handling. The implementation implies therefore some effort. Personally think it's a WF but let's keep the ticket.
