There is Highlight Color (in the character section) and Background Color (in the paragraph section). One color the Character one the Paragraph.

Where does it read 'paragraph' section'. It's bundled with Increase indent, decrease indent, Set line spacing toggle formatting marks.. So still kind of confused
You could also become confused by the fact that we have two color picker in the sidebar. It's the same, one for character highlighting and the other for the paragraph background.
