<marcoagpinto> in an ODS I have on desktop, when I hoover the mouse, it displays a tip with the date, but it is US not European

No problem here with Windows 10 and LibreOffice 7.3

I’m almost certain this is a setting of the Windows OS, not of LibreOffice.

Yes, most probably system dependent.
