Open a new Writer document.
Insert → Image and choose an image.
Right mouse click on image.
Anchor → to page isn't shown.
Switch to the toolbar and the anchor-symbol. The same: to page isn't shown.
Only in the properties of the image you could choose anchor → to page.

The possibility to set it "to page" is there every time in LO 7.0.4.2, it fails in context menu and in toolbar since LO 7.1.0.1, also 7.1.0.2 on OpenSUSE 15.2 64bit rpm Linux.

Now the option is here:

Right click on image - Properties - Type - and you can change here to Anchor to page.
