I can't confirm it with

Version: 7.1.0.3 (x64) / LibreOffice Community
Build ID: f6099ecf3d29644b5008cc8f48f42f4a40986e4c
CPU threads: 4; OS: Windows 10.0 Build 19042; UI render: Skia/Raster; VCL: win
Locale: de-DE (de_DE); UI: en-GB
Calc: CL

Steps to solve your problem:
1. Open attachmentfrom comment 2
2. Cursor in second numbering => context menu
3. Bullets and Numbering => Deselect "Restart Numbering"

Does this solve your problem?

Yes. But, why does Continue previous numbering not work?

Good question. It's not clear to me, how this command should work at all. Therefore I've opened bug 140579.

*** This bug has been marked as a duplicate of bug 113213 ***
Comment 7 Justin L 2021-06-22 16:21:38 UTC
This is not really a duplicate because these are already the same list.

"Continue Numbering" has now changed to "Add to List". Since it is already the same list, that therefore does nothing.

Since they are already on the same list, I don't see it making any sense to turn off "Restart Numbering" just because you have chosen "Add to List". So I'm marking this as NOTABUG.
