@Justin, The whole ODT <-> DOCX conversion is beyond me. As there are plenty of cases where page breaks are introduced not present in the source for one reason or another. So maybe this is proper, but 3.0 doesn't do it. And I'm not seeing the point. [and obviously dislike page breaks all over the place]
The page break is inserted because there is a change in page styles used on the first page and later, and that requires a page break. The different page style is because of the font size difference in the header/footer on page 1 vs the rest (unifying font sizes and exporting afterwards gets rid of the multiple styles). I believe this is because Word and Writer calculates margin spacing differently... (bug 33304) but I might be wrong, and this is unrelated.
Btw, the exported DOCX opens modified in Writer, which is certainly a bug.
