PDF Image insertion of high res image results in LOW resolution result

Steps to Reproduce:
1. Open Writer
2. Insert -> Image -> Select PDF

Actual Results:
Low res image

Expected Results:
High resolution


Reproducible: Always


User Profile Reset: No
