Numbering On/Off (.uno:NumberOrNoNumber)does not seem to be used in the UI at present, but it does appear in the Customize dialog.  Maybe it should be hidden?

Help has an info https://help.libreoffice.org/latest/en-US/text/swriter/02/02110000.html and it was the way to go in the past https://help.libreoffice.org/3.3/Writer/Numbering_and_Numbering_Styles

But with the latest release this command seems to not have an effect anymore (the state is working) and perhaps we can drop it completely. Maxim, what do you think?

I believe that help is about .uno:DefaultNumbering, which also used to be called "Numbering On/Off", until we renamed it recently.

Actually it was broken already in OOo. This is already reported in Bug 126464, let's continue there.
