The image is on the second page right after opening the document. Arrows and dragging doesn't change this for me. /not confirmed; no issue

The text uses Calibri, which is not installed on my system. And the replacement font is larger so the images is on the second page. It is anchored As Character, moving up/down changes the position. This modification apparently makes it not fit to the page anymore. You may now challenge the function to move an image around per cursor, even when it's anchored as character. In this case I'd weight the convenience higher since it's very clear what happens and why. And Undo is just a click/keystroke away. => NAB
