Lets include UX, because this being around forever
It's intentionally that Writer scales images proportionally while Draw doesn't, see bug 83808 and bug 90171, for example. But in fact it's the opposite for QR images, the aspect ratio is kept in Draw and not Writer. Clearly a bug, maybe easyhackable.
