Restart in Safeode doesn't solve the problem. I've searched for duplicates, but couldn't find anything.

This behavior has been changed in version 7.0 and you need to unlock the toolbar position first. Right click on a locked toolbar and unselect option [ ] Lock Toolbar Position.

From my perspective: Not a bug but intended behavior to avoid inadvertent dragging toolbars from the main window.
