This behavior has been changed in version 7.0 and you need to unlock the toolbar position first. Right click on a locked toolbar and unselect option [ ] Lock Toolbar Position. Ref: https://wiki.documentfoundation.org/ReleaseNotes/7.0#GUI From my perspective: Not a bug but intended behavior to avoid inadvertent dragging toolbars from the main window.
