I just installed the latest version of LibreOffice (7.1.1.2) and this problem is still present: icons display fine, but check marks, check boxes and radio buttons are too large and blurry (see the attachment). Notice also on the Page Style dialog that the tabs are very narrow (e.g., almost no space between "Organizer" and "Page")
I have Windows 10.0.18363, processor core i7.
The screen is 3840 x 2160, scaling factor 140%.

These come from the Windows os/DE visual style, not from LibreOffice

The bug you reference does not have a solution: any clue how this can be solved?

Note that https://gerrit.libreoffice.org/c/core/+/127741 will (hopefully) fix menu checkmarks/bullets, but not comboboxes/radiobuttons. I suggest to dedupe this one to track specifically those controls, and I'll make it an easyhack, which would have a similar solution to the mentioned change.
