The text in attached file appears small caps + bold in LibreOffice, but it is also underlined in Word.

I don't see an underline in Word. It's set, but it's white, and thus it isn't visible. And it's the same in Writer (eg. in 7.1.0.3) if you open Format -> Character, Font Effects tab: single underlining with white color.
