I created, saved and closed an ODT document (all with Writer 7.0.5.2) that contains a small TABLE OF CONTENTS on the first page. 
When I open this document again, I see that the TABLE OF CONTENTS is splitted, the beginning is still on the first page, but the last chapters are on the second without any reason.

Steps to Reproduce:
1. install LO 7.0.5.2 on windows 8.1 (x64) and clear the profile (C:\Users\myUser\AppData\Roaming\LibreOffice\)
2. create a document with writer that contains several TITLE1 and TITLE 2 chapters 
3. Add a TOC
4. Close the document
5. Open it again

Actual Results:
the table of contents that fits on 1 page is splitted on 2 pages

Expected Results:
a TOC on the first page


Reproducible: Always

this new example shows clearly that the problems is linked with the IMAGE added just BEFORE the TOC

I confirm the problem with

Version: 7.2.0.0.alpha0+ (x64) / LibreOffice Community

But I agree, that the problem is about the image

Steps to reproduce:
1. Open attachment 170603 [details] => TOC is splitted
2. select image on page two and drag it a litkte above, so that it is still after the text, abut TOC is now on one page. Notive, that there are five empty paragraphs between image and TOC
3. Save
4. Reload

Actual result:
TOC is again splitted on two pages and an extra empty paragraph is above or below the image.

Gaido, do you get the same result?

Hi Dieter,

Thank you for your message. I confirm the behaviour.
I confirm also that the image is involved with the probleme.

In addition, I provide you another scenario to reproduce a weird behaviour without removing the image :


Step 1 -> I open the example2 ( attachment 170603 [details] ) where the table is splitted
Step 2 -> I refresh the table : table is not splitted (entirely displayed on page 1)
Step 3 -> I save and close the document
Step 4 -> I open it again : unfortunately the table is splitted again ...

( I add a PDF attachment to provide screen shots)

I also confirm that the problem affects Libre Office 6.4.6.2
( Xubuntu 20.04 )
