This necessitates cutting and repasting perhaps scores of frames/images to new pages: feasible but time-consuming. Is it possible to allow the user to easily move a selected frame or image back or forward one page at a time in the document, maintaining the same position on the new page as it did originally? (Note: AFAICS, this is a different to Bug 89477.)

If you anchor something *to page*, it means it is *not* connected to (related to) any content. If you expect the object to follow some content, that means you need a different anchoring - "to page" is just a user error. See FAQ [1].
