Description:
Libre Calc refuses a Link to External Data

Steps to Reproduce:
1. New Calc
2. Sheet -> Link to External Data...
3. Fill the url field with e.g.: https://wiki.documentfoundation.org/Language_Teams
4. Hit Enter

Actual Results:
Nothing happens

Expected Results:
Calc should load the webpage for a while, then a dialog pops up to ask you for import options, then available tables/ranges appear in the box.

A clean reinstall and a remove of the user profile doesn't change anything

When using an old .ods file with a link, the updating fails with:
    The link could not be updated.

Could you please try to reproduce it with version 7.1.3.2 of LibreOffice from https://www.libreoffice.org/download/libreoffice-fresh/ ?
I have set the bug's status to 'NEEDINFO'. Please change it back to 'UNCONFIRMED' if the bug is still present in the latest version.

Old references can't be updated, gives "The link could not be updated."

Above test was made from the repository download.opensuse.org/repositories/LibreOffice:/7.1/openSUSE_Leap_15.2 . Remove all of these and install the rpms  from RPMS directory out of LibreOffice_7.1.3_Linux_x86-64_rpm.tar.gz .

Additional observations:
 * Cannot create new links (as described by original reporter)
 * If I open an exisiting ODS, which already has external http links, LO will refuse to update them "Die Verknüpfung konnte nicht aktualisiert werden." (as described by original reporter)
 * If I open the existing ODS with MS Excel, the links can be updated (to be honest, I was surprised that Excel is so compatible...)

Perhaps some permissions issue, that only affects linux/mac? Is there any log file, I could check for errors?

Save Mode and a new user profile did not solve this issue.

I reproduce. There is something specific in this table that LibreOffice is tripping over.
