And what specifically, is a person trying to do with a twenty year old document, from MDC.com, otherwise known as McDonnel-Douglas Corp in a country other than the original country? Not that it matters much, but there are certain things that are export controlled documents. So, yes, it is a 'bug'. But it is not a flaw in the software. It is designed to not display properly, in anything other than the original WORD program format. (Unless it is ODT, or txt, or even PDF), even new versions of WORD from microsoft will not display it properly, unless the module is included in the word.exe executable. But..... The module is restricted.
The Wayback machine is an excellent repository of historic documentation. However, there are certain documents, that are deemed 'restricted', and unless your IP address is in the unrestricted zone, the document will not download properly, and will get mangled during transmission from the host server to the destination computer. This is by design, and as such. changing this as closed, not a bug with LO.
Now, not to be outdone, but the film "Krasnaya Ploshchad"[1] from 1970 depict the rise of the (Soviet) Red Army, and the subsequent war that ensued. No, I copied the content to Notepad, and I viewed them, all of contents were news press or statements that made for public, not restricted.
No repro 5.1, repro 5.3 and 7.2+. Windows only, not in Linux. Seems that started in Lo 5.2, there may have been 2 changes, improper fix.

Sorry, can't bibisect yet as I am waiting for new virtio Windows drivers per this bug: https://github.com/virtio-win/kvm-guest-drivers-windows/issues/550 I keep the repos in a shared folder on my Linux host.

I think that empty profile is relevant for this being wrong and regression and not profile with font-substitution active (which is a workaround).

They are indeed fine now on Windows, even in Safe Mode.
I tested with 7.5+ in Win7 as NOK and in Win10 as OK. I don't change the status, let it stay closed.
