Yes it works if I disable it. I would expect to get an error message though when it is enabled.

This happens because Microsoft wants to keep you safe and will sometimes err on the side of caution; however, this might interfere with how you normally use your PC. You can add an app to the list of safe or allowed apps to prevent them from being blocked.
I think it shouldn't silently fail. Something should happen to display to or inform/notify the user.

Which folders are accessed and blocked BTW? Maybe we can also check if they *need* to be accessed in the first place?
