Blue balance sheet template

1. Open attached XLTX template
2. Compare with the attached PDF

Notice that the Balance Summary section is missing both its outer and (most) inner borders.

The only inner borders seen are in row 4. They were missing before this commit:

Revert "follow patch for fdo#38385 attempt to detect rtl"

The file looks otherwise largely the same all the way back to 4.1. It refuses to open in earlier versions.

The origin of the file is https://templates.office.com/en-us/blue-balance-sheet-tm44461500

There is another defect seen, the missing gradient background in row 4, but there is bug 49177 for this.
