Line Numbering is available in the Layout tab (which is a logical place for it, since it affects the entire document) since at least LO 7.0. [Similarly, Footnotes settings are in the References tab.] [Heading Numbering (aka Outline/Chapter) is in the Home tab (unfortunately)]
