Description:
Header spacing from 0,50 to 0,80 cm on docx export causing different page split (additional pages)

Steps to Reproduce:
1. Open the attached file (go to page 43)
2. Save as DOCX
3. File reload (go to page 43)

Actual Results:
"entry Room Acoustic." on page 44 

Expected Results:
Should be on 43

This is a display problem really, 5.4 shows this file on 3 pages while 7.2 shows the 5.4-saved file on 4 pages as well.

tdf#116486 Consider upper margin in paragraph positioning with flys

Since this one there is a slightly larger spacing between the bottom of the image on the second page and the paragraph below it. Enough to push the text to be one line longer.

repro 7.4+
reducing importance since this is moving from ODT -> DOCX and is worried about pixel perfect sizing. (The document is formatted a bit strangely because it contains explicit page breaks and yet the content fills the entire page.)
