Note: same "issue' with arrow keys.. you can move image outside page without limitations with 7.2. Not possible with LibO 5.2. Positioning an object partially of page I can get, but moving it endlessly of page? And note that ODT doesn't do this. So kind of odd to have different behaviour between ODT & DOC <-> DOCX

If you have specific suggestions on how it should work, you can add those there. The change you've found is probably what was introduced with bug 105143's fix for better interoperability, which explains the difference between ODT and MSO formats. Thus this is not a bug.
